DPRA was retained by the Southwest Area (SWA) of the U.S. Postal Service to develop performance indicators for their environmental initiatives as they related to the business rules and environmental program goals of the SWA and its employees.

Operational and management performance indicators were developed using a variety of sources (international standards, DPRA database, world class organizations recognized for environmental performance) and relevant indicators were advanced to the SWA for application within their management system.

"Hard to quantify" indicators such as effectiveness of training were presented as well as commonly accepted indicators such as effectiveness of pollution prevention. These indicators were then integrated into the SWA environmental management cycle and employee performance appraisal systems.

The performance indicators and measures were developed using a balanced scorecard approach that reflects customer satisfaction, employee engagement, and the fundamental financial health of the Postal Service.
