Defense HMMP Support
United States Army Garrison-Michigan
DPRA supports the United States Army Garrison-Michigan (USAG-M) with on-site support from our DPRA staff in the Environmental Division offices at Detroit Arsenal and Selfridge Air National Guard Base. These positions support database, hardware, and software technologies and environmental compliance tasks under the Environmental Division Office and the HAZMART. They also provide on-site coordination for the Records Management and GIS programs.
DPRA supports USAG-M and the Tank-Automotive and Armaments Command (TACOM) in the implementation and operation of their records management, EPCRA compliance, and Geographic Information Systems (GIS) programs. The records management program has evolved into the focal point of environmental information management in all media formats with major emphasis on environmental management and compliance documents. The program consists of several elements including operational support, phase implementation, program iteration, and program integration. Operational support is provided on- and off-site as required by security requirements and involves imaging and indexing of documents.
DPRA applies its in-depth knowledge of environmental management and compliance documents to ensure an exceptional retrieval rate. Investigative studies involve field surveys and data corroboration during on-site visits to Detroit Arsenal and Selfridge Air National Guard Base (Army Garrison is a tenant). DPRA supports phase implementation through operational studies and evaluating current and projected macro business practice changes. Current studies address integration with SANG, current BRAC implications, and migration to an enterprise system with enhanced access and participation.
In support of USAG-M’s EPCRA Management and Compliance Program, DPRA conducts scientific and technological investigations and literature searches related to pollution prevention, process engineering, hazardous materials and hazardous waste management, lifecycle tracking, usage reduction, product substitution, and environmental regulatory compliance. DPRA develops environmental compliance documents including EPCRA Tier II reports and EPCRA Toxic Release Inventory reports.
DPRA developed and implemented USAG-M’s Geographic Information Systems (GIS) program within the Environmental Division through site visits and interviews with functional area experts in support of a needs assessment study. This study resulted in a GIS needs assessment report which identified a concept of operation based on functional requirements. The GIS system is the focal point for relating base layer spatial information to environmental management and compliance documents and data which are managed in the recordsan magement program.

DPRA’s Defense Systems Group (DSG) creates software solutions for the DoD and USTRANSCOM through transportation analysis (Joint Flow and Analysis System for Transportation), force planning (Collaborative Force Analysis, Sustainment and Transportation, and Coalition Theater Logistics), interfacing with combat simulations, personnel planning (casualty estimates and replacement/retrograde flow), and logistics estimates (refined planning tools and products). DPRA DSG combines diverse expertise with the latest technology to create mission critical systems for the defense planning community. Our highly experienced defense logistics experts infuse all the tools DPRA DSG develops with a practical understanding of what defense planners need.

DPRA, under its on-site contract at Rocky Mountain Arsenal (RMA), provides a wide range of information technology support to the Army, including GIS, environmental database support, network design, operation and maintenance, help desk support, modular programming development, media design, and library services support. DPRA has designed many large-scale document tracking, archiving, and information retrieval systems. DPRA manages Digital Document Management Systems (DDMS) for both CERCLA and RCRA sites. DPRA responds to all CERCLA, RCRA, Clean Air Act, Clean Water Act, Colorado Water Quality Control Act, real property, water rights, and public participation litigation support requests (routine and urgent) from both Army and Department of Justice attorneys. Our services include, but are not limited to, research and writing on various installation and Department of Defense (DOD) related legal, technical, and regulatory compliance issues, and administrative hearing and civil action case preparation, conduct, and coordination.
Because of DPRA's experience at RMA, the Army has also increasingly come to rely on us to provide similar support to its chemical weapons storage sites across the country. Though physically performed onsite at RMA, the Army has extended DPRA’s services through a Blanket Purchase Agreement (BPA) such that other federal government agencies can place “calls” for DPRA’s services on the RMA contract. Thus, we are also concurrently managing Digital Document Management Systems (DDMS) to support the Army’s eight Chemical Materials Agency (CMA) installations, as well as the installations of other agencies.

DPRA has conducted environmental compliance assessments at numerous Air Force and Army facilities throughout the United States, Germany, and Korea. These assessments included inspections of hazardous material and hazardous waste storage areas, recordkeeping requirements, and HMMP and HAZMART operations. The primary objective of the assessments was to conduct quality control on contractor operations to ensure they were following appropriate protocol requirements. DPRA conducted the assessments using Air Force and Army protocols, Final Governing Standards, and HMMP guidance documents, and generated recommended corrective actions to resolve the root cause of the identified deficiencies. DPRA interviewed contractor and military and civilian personnel from contracting, environmental, and logistics areas to ensure the full scope of performance and compliance requirements were investigated."
