DPRA conducted a 5-month study of social assistance legislation, models of Aboriginal social assistance delivery, and collection of qualitative and quantitative information in the field, in support of assisting the Nishnawbe Aski Nation in producing a model of social assistance delivery that is logical, well structured, comprehensive, and addresses the social assistance and social service needs identified by local welfare agency staff, politicians, and community members. 10 volumes of literature were produced. A draft Social Assistance Manual was reviewed by community welfare administrators, revised, and presented to INAC. DPRA has been retained on a separate contract to assist with the finalization of the Social Assistance Manual, negotiations with INAC, and implementation of the NAN model of social assistance in 8 pilot communities.
