DPRA created an extensive collection and analysis of self-government literature, and a series of position papers to advise the Assembly of Manitoba Chiefs on the conditions and considerations necessary for negotiating, and creating, self-government. Chief areas of focus were government structure options and models, fiscal relations, local constitutions and charters, right to self-government, land uses, and citizenship.
