Mushkegowuk Council - Peer Review of De Beers’ Comprehensive Study for the Victor Diamond Project
DeBeers prepared a Comprehensive Study for the Victor Diamond Project, pursuant to Guidelines issued under the Canadian Environmental Assessment Act (1992). DPRA was retained by the Mushkegowuk Council to conduct a peer review of the Comprehensive Study, with a particular focus on socio-economic impacts of the project on Mushkegowuk Council First Nations. The peer review also included an assessment of cumulative effects. DPRA's peer review included a conformity analysis; a review of the methodology and approachused in the Comprehensive Study; a review of the Comprensive Study's conclusions; assessment of the mitigation measures proposed by the proponent; assessment of information deficiencies; and review of the follow-up program's adequacy in relation to the Area of Concern. Following the production of the peer review, IER presented its review findings to the Mushkegowuk Council.
