DPRA, in association with the Aboriginal Research Institute, was retained by Indian and Northern Affairs Canada (INAC) to evaluate the Labrador Innu Comprehensive Healing Strategy: a unique cooperative initiative by INAC, Health Canada and the Solicitor General. The Strategy was established in response to a request made by Innu leadership in 2000 as they were facing a severe crisis that was devastating the two Innu communities, and in particular, the youth.

The evaluation focused on measuring progress to date and provide an assessment of how the Strategy is proceeding according to the plan for each of the five main components of the Strategy. DPRA also provided an assessment of on-going relevance and needs, early successes and cost-effectiveness of the Strategy, as well as a set of conclusions and recommendations to improve relations between the federal government and the Innu. The evaluation will be used by Cabinet to determine future funding of the Strategy.
