City of Yellowknife: Assessment of the Transfer of Health and Social Services
DPRA was retained to conduct an analysis of present and future health and social service needs in the City of Yellowknife and area, and to examine the feasibility of transferring responsibility for health and social services from the Territorial government to the City of Yellowknife. The study team reviewed various models of service delivery, including regional, municipal and non-profit organizational models. The model review was complemented with a thorough analysis of both the required organizational structures and financial requirements of federal and territorial mandates in order to carry out a transfer of health and social services to the municipal level. DPRA's analysis of models for the local management of health and social services concluded that it was not a viable option to transfer health and social services from the territorial government to the city.
