Enforcement Support
DPRA provides enforcement services for our clients including liability investigations, remediation analyses, documentation and expert witness services relating to all state and federal environmental statutes. DPRA also provides services to compile documents that record the decision-making process regarding the selection of any response actions, limiting the judicial review of the adequacy of the response action and serving as a vehicle for public participation. DPRA specializes in case development especially in enforcement actions with large volumes of complex documents. Our activities include preliminary research, complaint and brief preparation, development of technical visuals and conducting specialized research. These activities can be combined with our forensic litigation support services. Some examples of projects DPRA has performed in this service area include:
Rocky Mountain Arsenal Administrative Record: DPRA Inc. has been responsible for all records and information management and automation requirements at the Rocky Mountain Arsenal (RMA) since 1991. DPRA has scanned nearly 20 million pages, and compiled RMA’s 1.2 million-page CERCLA administrative record (AR). DPRA continues to manage current remediation records for RMA, in addition to managing mission-essential historical records for many other federal government agencies under the umbrella of the RMA contract. To better manage the records, DPRA developed and maintains a secure web-based Digital Document Management System. Using DDMS, information is managed through the life-cycle of the record, from creation through final disposition.
EPA Region VII Case Development Support: EPA Region VII Case Development Support: DPRA has provided case development support for EPA Region VII, including historical research, developing operational histories for liable parties, investigations of site contamination and interview of key witnesses. DPRA has supported EPA in compiling cost recovery referral packages for 15 Superfund sites totaling more than $47 million. DPRA provides records management support for all PRP Search, cost recovery, and litigation support delivery orders. As a result of our work we have received accolades form both EPA and DOJ, with DPRA work products being key in reaching favorable negotiated settlements and litigation decisions.
