SEMARNAT, Mexico - Digital Frontier: Environmental Information Management System
With funding from the World Bank, DPRA and its partners DPRA (Rosslyn/Dallas) and LANIA (Xalapa) Mexico designed an environmental information management system prototype for the Municipality of Juarez, Chihuahua (project known as Digital Frontier). The Digital Frontier system was designed as a web-based application and was built upon available systems and access restrictions, address the integration of multimedia data - multimedia being land, water, waste, and air related information -, incorporate Geographic Information Systems (GIS) for the display of related spatial data (maps) and develop e-government functionality. The final implementation of the Digital Frontier project is anticipated to incorporate border wide (US and Mexico) functionality and data.

Canadian International Development Agency (CIDA) - Kathmandu Solid Waste Management Project - Detailed Viability Study
DPRA, with funding from CIDA, completed a significant study of solid waste management options for Kathmandu Metropolitan City, the capital of Nepal. The project consists of a comprehensive assessment of current solid waste management practices, review of possible alternative approaches for improved services and recommendation of the most effective approach for solid waste management in the city. DPRA continues to examine privatization options for solid waste management services in Kathmandu. In this process DPRA has prepared a detailed cost analysis for the scheme in the private sector, estimated revenue generated from user fees, prepared a revenue generation and collection mechanism, analyzed the present legal framework for instituting user fees, conducted a socio-economic impact study - drafted enabling acts and recommended appropriate institutional arrangements for implementing and monitoring the privatization scheme. DPRA led this groundbreaking effort in Kathmandu and involved local Nepali insitutions and experts throughout the duration of this project.

Melamchi River Diversioin Cheme - Socio-Economic Impact Assessment (Nepal)
DPRA was involved in conducting a socioeconomic assessment of the Melamchi Diversion Scheme (MDS) - a major interbasin water diversion project for the Kathmandu region. The socioeconomic assessment focused on magnitude and nature of the project's impacts on people, their use of resources and potential change to their culture , institutions and way of life. The study identified potential impacts and suggested mitigation and monitoring measures. DPRA worked as a team member with NORPLAN and IUCN (Nepal) in this project.

Government of Guimaras, Philippines - Environmental Impact Assessment Training
DPRA was retained by the Canadian Urban Institute (CUI) through the Canada-Philippines Program for Environmental Protection to train provincial and local environmental officials on environmental impact assessment, public consultation and negotiation skills. The project involved the assessment of environmental impacts and cost-benefits associated with a proposed 13,000 tons/day cement plant. Training of provincial and local officials was conducted to transfer knowledge and skills in impact assessment and negotiation, and to enable them to secure impact mitigation measures from the proponents of the project. It involved direct day-to-day work with provincial and local environmental officials through a two month period to design, develop and deliver the training and to conduct the study.
