Canada-Paraguay Municipal Co-operation Program - Capacity Building Initiative
The assignment involved the design and delivery of capacity building workshops on strategic planning for government officials, politicians and community organizations; the design and delivery of training sessions for Municipal Coordinators on facilitation, strategic planning and public participation; the facilitation of strategic planning workshops in three communities in Paraguay; and the provision of assistance to the CUI Paraguay and Office of Municipal Support (OMS) teams on sustaining the strategic planning process, refining the work plan, and identifying areas for institutional strengthening and capacity building.

Government of Mexico/CIDA - Environmental Management Training
DPRA was part of a team selected to develop and deliver Environmental Management training sessions to Mexican regulatory officials. Courses were prepared and delivered and included the fundamentals of environmental management, EIA process and procedures, public involvement, risk assessment and risk management and hazardous waste management practices.

Government of Jamaica - Watershed Management and EA Study
DPRA participated in a peer review of a UNDP supported Hope River watershed management project in Jamaica. The project involved collecting information and data about the problems related to the watershed management, assessing the available resources for the proper management, and recommendation for a cost-effective, environmentally and economically sustainable and appropriate watershed management program for Jamaica. Impacts of increasing industrialization, and growing settlements were reviewed in order to prepare appropriate strategies for containing their adverse effects on the watershed area. Field investigations and interviews of demonstration project managers and staff were conducted. DPRA helped the Government of Jamaica and UNDP to prioritize policy directions and build local capacity to review and implement the recommendations of the report.

Government of Mexico/World Bank - A Study on Cost Effective Policy Options for Hazardous Waste Management in the Northern Border Area of Mexico
DPRA has completed this study for the World Bank and the Government of Mexico who continue to undertake a comprehensive institutional strengthening and environmental management programs in the Northern Border Area of Mexico. The purpose of this study was to analyze the generation of hazardous waste in the region, assess alternative policy options, and recommend cost-effective policies for its management. A set of policy tools including regulatory, market based and voluntary and suasive instruments were recommended for the most suitable waste management programs in Mexico. In the process of study, DPRA analyzed the institutional arrangement among various governmental agencies concerned with the environment, and also facilitated the communication between government agencies and concerned industries. DPRA was responsible for the socio-economic impact assessment component of the study. The study was selected for presentation as a case study at the OECD meeting on environmental policies held in Mexico City in November 1995. In the process of this study DPRA worked closely with local professional counterparts, industry leaders, public officials and business people. DPRA helped in the local capacity development through a series of workshops, meetings, information sessions, trainings and presentations.
