Placing Orders Against GSA Federal Supply Schedule Contracts

Most orders performed under DPRA's GSA contract are purchased under best-value selection procedures for services that require a statement of work. The process generally works as follows:

1. The client develops the technical Statement of Work (SOW).

2. The client provides the SOW to the client agency's Contracting Officer (CO) or a GSA procurement official. With the CO, the client develops funding documents and administrative solicitation requirements (e.g. deadlines, formats, and other requirements).

3. The Contracting Officer requests price quotes and technical proposals, if applicable, from DPRA and other prospective GSA contractors (usually 3 contractors).

4. DPRA provides a quote and technical proposal, if applicable, to the Contracting Office within the proposal deadline and according to solicitation document requirements.

5. The Contracting Officer reviews proposals for compliance with solicitation requirements and refers compliant proposals to the client for evaluation and best-value selection.

6. The Contracting Officer confirms selection with the client, notifies the selected offerer of award and distributes appropriate documentation.
