Institutional Control Selection reviews site risks to human and environmental receptors, cleanup standards, engineered cleanup options, future land use, the proper role of ICs, and the availability of ICs under local and state law.  And, recommends whether an IC should be used, which type, and the precise purpose, or objective, it should serve.

Institutional Control Design and Implementation crafts the IC or IC portfolio for a site, prepares easily unde rst ood IC information for use during public participation processes, and prepares an IC implementation and assurance plan.  The ICIAP outlines requisite implementation procedures and the post-implementation processes which will track, monitor, and otherwise assure IC compliance. 

Institutional Control Justification, though not always necessary, estimates the life cycle cost of the IC, provides evidence of IC reliability, and compares IC cost and benefits versus those for engineered cleanup.
